Summary Statement:
Applies extensive knowledge of the principles, theories, concept and industry practices and standards to analyze blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for material, parts, products, projects, or services.

Essential Functions and Key Responsibilities:
Develops solutions to a variety of complex problems to estimate labor and material costs of parts and material that require independent judgment and ingenuity. Performs work under general management direction. Analyzes specifications including sketches, blueprints, bills of material, or sample layouts. Identify the optimal raw material, quantity and amount needed to produce parts. Calculate material as a production cost using manual or computer based labor and material pricing schedules and historical data. Collects cost data from various sources and compute cost estimates of raw materials and may be required to estimate the related cost of subcontracted work or labor. Organizes and manages a centralized cost estimating database and a formal process to support cost estimating to ensure historical data is utilized. Consults with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues. Interfaces with other individuals in the organization to obtain support and commitment to the cost estimates. Analyzes completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies. Provides improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs. Identifies cost trends to assist management in cost reduction and process improvement efforts. Conducts special studies to develop and establish standard hour and related cost data or effect cost reductions. Analyzes data obtained, records results and report to management. Analyzes changes in product design, raw materials, manufacturing methods, or services provided, to determine effects on costs. Makes estimates of new and proposed product or service costs.

Ancillary Functions and Responsibilities:
Performs other duties as required. These duties may include assignments in job classifications other than the primary assignment.

JOB QUALIFICATIONS:

Formal Education, Training, Professional Certification and Work Experience:

Experience may be substituted for the formal education and training requirements in this section at the discretion of management. Bachelor level degree from four-year college or university, six (6) or more years related experience and/or training, or equivalent combination of education and experience. The Bachelor level degree is desired but not required.

Level of Supervision Required:
The level of supervision required described here is representative of that which must be met by a Stakeholder to successfully perform the essential functions of this job. Works under general direction. Guidance as to results expected and complex problem resolution. Exercises latitude in determining activities and approaches within moderate to wide parameters.

Communication and Special Skills:
• Communicate effectively using electronic media and in written and verbal forms.
• Make telephone and direct personal contact with internal and external personnel and make formal presentations to small or large groups.
• Competent in the use of standard software applications such as Microsoft Word and Excel.
• May act as project leader, when assigned, and provides technical leadership to others as required, which includes planning, assigning, and directing work; addressing complaints and resolving problems.

Physical Requirements:
The physical demands described here are representative of those that must be met by a Stakeholder to successfully perform the essential functions of this job. While performing the duties of this job, the stakeholder is regularly required to sit and talk and hear. The Stakeholder is occasionally required to stand and walk. The Stakeholder must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. Must be able to travel between facilities and operate standard office equipment. Work in excess of eight (8) hours per day and five (5) days per week as required. Must be able to ascend and descend stairs.

Work Environment:
The work environment characteristics described here are representative of those a Stakeholder encounters while performing the essential functions of this job. While performing the duties of this job, the stakeholder is occasionally exposed to fumes or airborne particles. The noise level in the work environment is usually moderate.

Mental Requirements:

Able to work as a team member, highly organized, work well under stress and handle multiple priorities. Must possess interpersonal and communication skills to interact with other people.

Skills and Work Requirements
Understanding of aerospace sheet metal, and machine parts.
Bid Proposal experience.
Blueprint reading required.
Proficient in MS Excel and MS Access.

The Material Estimating Engineer position for the Supply Chain team will be responsible for:
•Using the engineering drawings/models, and vendor configurations, to identify the optimal raw material sizes and descriptions for every metallic part we purchase.
•Using this information the buyer/planner will work with sources (Transtar, AIM, etc.) for metallic raw materials to establish market prices for all identified materials.

With the market value data for the material content in our parts we will:
•Include this information in new bid proposals being sent.
•Use this information in evaluating existing purchased part prices and potentially going back to the supplier and re-negotiate savings.
•Act as a broker between the raw materials supplier(s) and our parts suppliers to ensure they are obtaining the market price.
•Act as a broker between the raw materials supplier(s) and our parts suppliers to better facilitate delivery schedules.
