Brief Description
Manages and/or coordinates preparation of data requests, testimony, and filings related to state and federal regulatory processes.

Detailed Description
  • Plan, coordinate, and direct preparation of rate case filings and related material. Supervise employees engaged in those activities. (Specified by position)
  • Review and analyze pipeline filings at state and federal regulatory commissions; develop recommendations on company position; participate in negotiation of contracts and settlements with pipeline companies, producers, and regulatory staff. (Specified by position)
  • Analyze regulatory rulings to determine impact on company operations, finances, and customer rates.
  • Research and respond to state and federal regulatory agencies' audits and requests for information.
  • Provide information and assistance to management, regulatory staffs, attorneys, auditors, pipeline companies, producers, and others relative to regulatory filings, rate designs, statistical data, studies, exhibits and testimony, policies, and procedures.
  • Compile, prepare, verify, and/or approve information, studies, and reports including but not limited to:
    • Exhibits for rate cases and regulatory filings
    • Cost-of-service and cost allocation studies
    • Load studies/flow calculations
    • Revenue deficiency and price elasticity
    • Special billing analyses and proposals
    • Information requests
    • Rate or regulatory proceedings and rebuttal testimony
  • Regular and reliable attendance is required in performance of job.
  • Employee may be required to perform additional duties as assigned.
Job Requirements
  • Bachelor's degree in accounting, engineering, business administration, or related field with the following job-related experience:
  • Knowledge of pipeline tariffs, regulatory procedures, and accounting processes related to rate determination and cost recovery.
  • Experience with and/or thorough knowledge of pipeline operations and various gas supply and engineering functions. (Specified by position)
  • Experience with and/or thorough knowledge of accounting methods and practices as related to rate case preparation including minimum filing requirements, revenue and tax adjustments, depreciation, class cost of service, and rate of return. (Specified by position)
  • Application of math, advanced algebra, and statistics.
  • Experience in use and function of office equipment including computers and applicable software.
  • Experience and/or training related to:
    • Corporate accounting methods, practices, and procedures (Specified by position)
    • Financial hedging and derivatives (Specified by position)
    • State and federal regulatory processes applicable to position
    • Revenue forecasting methods
    • Interpersonal/communication skills
    • Supervisory and management skills (Specified by position)
  • Experience monitoring, analyzing, and evaluating rate and/or regulatory filings, costs and benefits, pricing projections, accounting methods, and audits.
  • Experience researching, preparing, and composing special studies, governmental reports, exhibits, written and rebuttal testimony, statistical data, contracts, policies and procedures, specifications, presentations, and correspondence.
  • Experience reviewing and interpreting company policies and procedures, regulatory filings, contracts, rate case orders, reports, correspondence, and Corporation Commission rules, regulations, and requests.
  • Experience interacting, advising, negotiating, and communicating effectively.
  • Demonstrated ability to supervise, direct, and train employees. (Specified by position)
  • Experience developing information and conducting formal presentations to groups and individuals.
  • Demonstrated ability to read and write fluently in English.
Additional Details
  • Mobility to travel in and around office facilities company wide; requires airline travel out of state.
  • Communicate and/or exchange information or instructions; testify at rate proceedings; and conduct oral presentations
