Purpose:
The Nuclear Security and Isotope Technology Division at the Oak Ridge National Laboratory (ORNL) seek applications for a Nonproliferation Training Specialist (casual part-time). The Nonproliferation Technology Group, Export Control Team provides direct R&D and technical support to the Department of Energy and its National Nuclear Security Administration in efforts to control and reverse the international proliferation of nuclear, chemical, biological, and missile (NCBM) technologies and programs that may support weapons research, development, and/or production. The successful candidate for this position will respond to ad-hoc tasking by DOE/NNSA and WFO sponsors, candidate will serve as a subject matter expert at WMD, Nuclear Terrorism, Counterproliferation, and Nonproliferation Workshops and Seminars for U.S. export enforcement personnel at locations across the U.S. e.g., Federal Law Enforcement Training Centers, FBI Academy, and domestic airports, seaports, and border crossing locations.


Major Duties/Responsibilities:
The successful candidate needs to possess the following skills and will be involved in the following program areas:
  • Significant expertise and background in nuclear fuel cycle technologies, export control, and nonproliferation to provide ad-hoc technical support, export control guidance, and proliferation assessments related to specific equipment, materials, and technologies useful in nuclear WMD applications. Subject Matter Expert for interpretation of U.S. export control laws and regulations and how they apply to specific proliferation-sensitive equipment, materials, and technologies;
  • Extensive hands-on technical support, design, and analysis of nuclear fuel cycle technologies with special emphasis on uranium enrichment technologies, equipment, and facilities (gaseous diffusion, gas centrifuge, and Atomic Vapor Laser Isotope Separation AVLIS);
  • Perform as designated lead nuclear instructor for WMD awareness training to the Federal Law Enforcement community (DHS CBP/HSI/BP, DOJ/FBI, and Commerce/Office of Export Enforcement.);
  • Evaluate emerging proliferation threats, its magnitude and implications for the U.S. and U.S. interests worldwide, and the efficacy of national and multinational export controls for NCBM related equipment, materials and technologies;
  • Evaluate foreign military and civilian nuclear capabilities and the efficacy of international export control guidelines for NCBM and dual use (nuclear/non-nuclear or military/civilian) equipment;
  • Develop sophisticated export control approaches, the role of national controls such as National Security Controls, Proprietary Information and Technology Controls, and other methods of prevention of loss of control of NCBM technologies information;
  • Develop and integrate analysis tools and technical guides to enhance the recognition and identification skills of border security personnel responsible for interdicting illegal shipments of commodities useful in a NCBM weapons program;
  • Represent DOE/NNSA sponsors in technical cooperation venues with other nations involving export control discussions, border security issues, NCBM proliferation risks, and NCBM weapons development scenarios.


    Qualifications Required:
    It is desirable that the successful candidate have an advanced degree in a technical discipline such as engineering, chemistry, or physics, supplemented with 20-25 years demonstrated experience in export controls and/or nuclear, chemical, biological, or a missile technology field, or an equivalent combination of education and experience. This position requires a highly organized, self-motivated individual with strong interpersonal skills and effective oral and written communication skills. This position involves interfacing with U.S. and foreign scientists, engineers, and government officials. Domestic and foreign travel will be required. This position requires a DOE Q clearance and the applicant must be able to qualify for additional access authorization.This position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.Equal Opportunity Employer
