Purpose:
The Information Technology Services Division (ITSD) at Oak Ridge National Laboratory seeks an experienced, full-time senior staff member to coordinate IT project management-related processes and activities for the organization.

 


Major Duties/Responsibilities:
The successful applicant will work for ITSDs Strategy and Services Program Manager to support all levels of the organization in fulfilling their IT-related project responsibilities according to accepted industry standards and lab
  • and division-level project management processes and guidelines. The ITSD Project Manager will interact directly with the Chief Information Office (CIO)/ITSD Division Director, the ITSD Program Manager for Strategy and Services, the ITSD Program Manager for Operations Management, IT Group and Team Leaders, Enterprise Architects, vendors, and others throughout the division. This position will also interact as appropriate with the ORNL Project Management Office (PMO) for lab-level project management policy matters. This position will occasionally require partnering with other organizations across ORNL to assist in meeting mission needs. Specific responsibilities of the position include, but are not limited to: Defines the policies, programs, procedures and organizational objectives for the IT PMO, to include training ITSD project managers on best practices for project management, with the goal of facilitating effective coordination of implementation strategies for the IT-related products, tools and services offered. Directs the establishment of methods and standards to evaluate effectiveness, efficiency, productivity and management/internal controls of projects, and to continually assess and report on the status of the IT project portfolio. Evaluates and implements processes to improve project flow and faster delivery. Oversees a comprehensive inventory of complex IT projects, and identifies/diagnoses and consults on problem areas, preparing recommendations for decision-makers as appropriate. Ensures full and correct utilization of the organizations strategic resources in alignment with project portfolio objectives, tracks resource usage trends, and assists the project management community in locating just-in-time resources. Develops forecasts and work plan reports for key stakeholders. Assesses the impact of forecasted changes in technology and business requirements on project investments, and recommends appropriate changes to plans, strategies and projects. Reviews government and other industry best practices pertaining to IT project and portfolio management, and provides analysis and recommendations for addressing those requirements. Conducts independent analysis of projects, programs, reports, proposals, and other materials to assess the impact of actions or decisions in order to ensure the appropriate integration of IT programs and services. Provides information, recommendations, and assistance to executive level governance bodies engaged in project oversight such as the IT Advisory Council. Managing workflow of critical review and approval processes for major improvement projects, to ensure comprehensive review and formal sign-offs of business cases, project plans, monthly/quarterly reports, and other governance-related documents. Prepares and presents formal briefings and presentations as required, providing recommendations and findings on matters relating to the IT project portfolio.

     


    Qualifications Required:
    Minimum Qualifications/Knowledge Required: Bachelors degree or higher preferably in computer science, business management, information systems, or related disciplines. Eight to ten years relatedexperience with three years or more in a lead role. Professional certification in project management. A thorough understanding and demonstrated application of the project management principles in the PMI/PMBOK, including development of project plans and schedules, resource requirement estimation, milestone definition, project control activities, earned value management, and risk management. Significant experience with project management tools and project leadership, particularly in terms of portfolio management and status reporting/reviews, defining deliverables, requirements analysis, cost estimation, resource loading, phasing larger projects to deliver outcomes in an iterative fashion, managing conflicting schedules and requirements, change control, managing communication plans, and conducting post-project reviews. Demonstrated practical experience in IT project work, especially applications development and major infrastructure/technology deployments and upgrades. Knowledge of modern application software development lifecycle processes such as Agile. Experience with sourced solutions such as cloud-based services. Ability to understand corporate objectives, functions, organizations, policies and programs, including budgeting and expenditure authority procedures. Broad IT expertise; capable of providing a meaningful technical landscape that resonates in non-IT and management level briefings, remaining functional without getting too technical. Experience and demonstrated skills in managing priorities and delivering results in a fast-paced environment, with a range of stakeholders, and in a self-directed fashion. Knowledge of and experience in using modern IT tools (e.g., MS Project or Primavera, Excel, Word, PowerPoint, SharePoint) for managing and communicating projects and other information. At least five years of experience working as a senior IT project manager or senior IT project controls specialist. Demonstrated interpersonal skills working in a collaborative environment with a broad range of individuals in a matrix manner, particularly including scientists, engineers, managers, administrators, and technicians. Ability to organize and coordinate work on a variety of assignments with minimal supervision, and to facilitate special assignment working groups. Expert communicator at all levels of the organization, both internal to IT and external to functional project leads and other stakeholders in a project.Preferred Qualifications: An advanced degree in business management, computer science, information systems, or related discipline. Twelve years related experience, with five years or more in a management role. Ten years experience in developing IT strategies, leading projects and programs in scientific research environments, and managing customer relationships.
