Purpose:
This position reports to the Information Security Team Manager in the Oak Ridge National Laboratory (ORNL) Safeguards & Security Group. This position is responsible for implementation, compliance, and documentation of Information Security program elements, specifically Operations Security (OPSEC) Program Manager. Also responsible for elements of Classified Matter Protection and Control (CMPC) and Technical Surveillance Countermeasures (TSCM) program to ensure that facility security interests are protected in accordance with applicable Department of Energy (DOE) Orders, Directives, and contractual requirements. This work will be performed in accordance with Standards-Based Management Systems (SBMS) and work control processes.


Major Duties/Responsibilities:
Serves as the ORNL OPSEC Program Manager. Includes planning, development, promotion, and implementation of the OPSEC Program. Conducts detailed OPSEC assessments of critical and non-critical ORNL facilities. Works closely with ORNL Leadership and senior managers to develop countermeasures and fixes that enhance Security while facilitating research. Leads the Laboratory OPSEC Working Group. Conducts OPSEC planning, assessments, and countermeasure identification and development. Participates as a principal member of the Non-Employee Access Review Working Group (NARWG). This group reviews the access requests for the Laboratory. The actions of this forum are critical to the overall safety and security of the site. Review documents for OPSEC concerns. Review and approve documents, photos, presentations, etc. for public release. Assists in the implementation and maintenance of the ORNL CMPC Program. Assists in the implementation and maintenance of the ORNL TSCM Program. Maintains a strong working relationship with Export Control, Global Security, National Security, Nonproliferation and National Security and Counterintelligence Directorates, Federal Bureau of Investigation, and Multi-program Research Facility (MRF) Tenants. Develops, maintains, and provides support for applicable SBMS subject areas and program descriptions; develops and maintains applicable Information Security internal procedures. Establishes and maintains effective working relationships with National Strategic Protective Services, LLC (NSPS) Protective Forces, and Local, County, and Federal law enforcement organizations. Conducts Self-Assessments of Information Security subject areas. Assists management in assembly of data calls and process reviews during audits, inspections, and reviews. Participates in surveys and assessments conducted both internally and externally and effectively addresses and corrects discrepancies. Possesses an in-depth knowledge of Information Security protection elements and Safeguards & Security disciplines. Understands the basics of the vulnerability and risk assessment process and is able to apply these principles in a practical manner to assess protection elements and implement countermeasures. Facilitates communications within the Information Security group, Safeguards and Security Group, Laboratory Protection Division, Laboratory organizations, and other Prime and servicing contractors. Maintains focus on customer service. Displays exceptional interpersonal skills; able to remain professional and tactful under difficult circumstances; able to think clearly under pressure. Exhibits excellent written and verbal communication skills. Developments and provides Information Security-related oral and written presentations as directed. Establishes and maintains an attitude that supports personal and organizational safety. Understands ORNL standards for Safety. Identifies conditions which may impede implementation of these standards and initiates actions to correct identified conditions, including Stop Work Authority. Implements Information Security actions and ensures compliance with applicable DOE Orders. Performs other tasks as requested/required by Management.


Qualifications Required:
Due to the technical nature of the position and the requirements to relate to a broad spectrum of Laboratory technical and scientific disciplines, a Bachelors degree from an accredited university and/or equivalent of ten years experience in security-related activities is required or an equivalent combination of education and relevant experience.Management of DOE Safeguards & Security operations or prior experience at a DOE facility is desired. Must be knowledgeable in area of Controlled Unclassified Information; experience with Export Control is a plus. Computer skills including proficiency with MS-Office software is required. Familiarity with SAP, SBMS, and eWFO is required. Excellent written and verbal communication skills are required.Position is within a small group of technical professionals engaged in Safeguards & Security activities in support of the Laboratory mission and operations.This position requires an active DOE Q clearance andan active SCI clearance.This position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.
