Purpose
The primary purpose of this position is to perform complex contract management tasks. The incumbent will be responsible for the development and evaluation of contracts and procurement actions for products and services for Oak Ridge National Laboratory (ORNL) and for managing the activities of the Procurement organization responsible for the acquisition of all commercial commodities, as well as high-volume, low-dollar goods and services in support of ORNL's research programs, facilities, and personnel.

Major Duties/Responsibilities
- Develops contracts by identifying provider resources, describing services to be rendered, and negotiating contract features.
- Supervises one or more team leaders, and a staff of exempt-level buyers and nonexempt-level express buyers. Plans, leads, organizes, assigns, supervises, directs and evaluates work performed by staff, ensuring all work is completed timely and accurately and ensures compliance with both internal and external goals.
- Responsible for the ORNL Accelerated Vendor Inventory Delivery (AVID) System, and the ORNL Purchasing Card (P-Card) program. Oversees all aspects of the ORNL's P-Card program, ensuring operation in an effective and efficient manner in compliance with applicable policies and procedures,
- Provides leadership and management of the procurement aspects of the ORNL AVID agreements, including vendor evaluation and issue resolution between the AVID customers and vendors.
- Provides vision and guidance to customers and the group in procurement strategy, knowledge of the procurement policies, regulations, and the commercial marketplace.
- Manages or facilitates the development and implementation of complicated departmental and interdepartmental procurement transactions and projects.
- Negotiates / re-negotiates contracts for commercially available direct materials, equipment, and supplies.
- Possesses the authority to commit ORNL for up to $2 million and serves as the Source Selection Official on complex evaluated procurements up to $2 million.
- Develops budget requirements and monitors expenditures throughout the year.
- Develops and makes presentations to customers, to DOE, and to the business community. Represents ORNL at many outside trade functions and conventions, such as Small Business Conferences.
- Ensures adherence to quality, legal and financial requirements.
- Researches material sources for independent projects. Develops and presents recommendations for management based on the results.
- Establishes and maintains high-level vendor relationships.
- Administers supplier performance monitoring programs and corrective action processes
- Coordinates contract amendment process, ensuring that amendments comply with original solicitations and contract statements of work. Coordinates all phases of contractor selection process.
- Participates in contract pre-award and post-award activities; monitors contract performance and monitors billings; confers with contract providers to ensure compliance with policies, procedures, legal, and fiscal requirements; resolves contract issues and concerns; and assists in negotiating contract renewals, amendments, and plan changes.
- Reviews specifications for requests for bids; plans, develops, and coordinates procurement documents and bid evaluation instruments; and maintains contracting records.
- Interprets contract administration policies, procedures, rules, and regulations; and provides technical assistance to agency staff, other agencies, organizations, and the community regarding contract administration, policies, and procedures.
- Maintains a strong commitment to the implementation and perpetuation of values and ethics.

Qualifications Required
Bachelor's degree in business, public administration, finance, accounting or related field is required with a minimum of ten years of experience in a procurement environment (commercial, services, construction, etc.). In addition, the incumbent must possess a minimum of five years of supervisory experience. A high measure of success will be based on the candidate’s promotability potential. Proven ability to communicate with a diverse range of staff and clients, and foster trust and cooperation and the ability to supervise and motivate staff effectively is required. The incumbent must have experience in providing customer focused service delivery programs with demonstrated ability to meet customer/client expectations with an emphasis on quality, quantity, and timeliness of work. Proven ability to work methodically and accurately in times of high workload and tight timeframes. Ability to use initiative to recommend alternative solutions and strategies, within the team and with outside stakeholders. Proven communication skills, both written and verbal and the ability to exercise appropriate levels of diplomacy where required. Strong leadership skills, business management skills, and excellent interpersonal and communication skills are also required. Ability to work as a multi-functional team member and to contribute to a spirit of team cooperation. Ability to exercise integrity and discretion in all matters to protect confidential information as dictated by policy or assignment; and to exercise sound, independent judgment and initiative. Organizational skills to handle a variety of assignments with constant interruptions and to work effectively and meet deadlines in a dynamic environment subject to changing priorities are required. The incumbent must also possess excellent computer skills.

QUALIFICATIONS DESIRED:
Master's degree in business, planning, marketing or related field is preferred. Familiarity with ORNL's strategic plan and procurement operations and the ability to relocate nationwide within the Battelle Laboratory system are highly desirable. Extensive knowledge of the Prime Contract, Procurement Operating Practices, FAR, and DEAR, regulations, and best commercial practices are preferred.

Work Directions and Interfaces
This position reports to the Director, Contracts/Procurement Division for all aspects of job performance as well as task assignments and priorities. The incumbent will interface with others within ORNL as required, and is responsible to customers for timely and accurate work.
