The Nuclear Security and Isotope Technology Division (NSITD) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation to research and development (R&D) pertaining to nuclear materials processing. The Threat Reductions Initiatives Group (TRI) within the Nuclear Security and Isotopes Technology Division (NSITD) at the Oak Ridge National Laboratory (ORNL) seeks applications for a Postdoctoral Research Associate. The candidate will be working with transport security subject matter experts on a variety of international and domestic projects sponsored by the National Nuclear Security Administration Office of Radiological Security, Department of State (DoS), Defense Threat Reduction Agency (DTRA), International Atomic Energy Agency (IAEA), Nuclear Regulatory Commission (NRC), DOE Nuclear Energy Integrated Waste Management Program (NE-IWMP).

Major Duties/Responsibilities:
The candidate will participate in all aspects of developing transport security regulations including project planning, leading negotiations, and implementation. The candidate will be responsible for execution of transport security specific regulatory development plans with international partners in compliance with international norms and standards and other Programmatic guidance. Additional responsibilities include data analysis including work with discrete event and agent based modeling programs (e.g., AnyLogic) andother modeling tools to develop models to assist Federal Sponsors in focusing transportation security efforts in the most vulnerable areas. These analyses will include supply chain resilience; modeling of Intermodal Shipments of Spent Nuclear Fuel and High Level Radioactive Materials; the impacts of extreme weather events and other disruptions in the supply chain, infrastructure, sustainability; and transition planning. The candidate will also provide assistance with the budgeting and planning of international engagements and consolidation efforts. The candidate will be required to work with others to maintain a high level of scientific productivity. This includes presenting and reporting research results and publishing scientific results in key peer-reviewed journals in a timely manner.The candidate must ensure compliance with environment, safety, health and quality program requirements, and maintain strong commitment to the implementation and perpetuation of values and ethics.

Qualifications Required:
Qualifications RequiredRequired is a Ph.D. in Public Policy, Environmental Science or other applicable degree in the area of material transport or transport regulations. Must have completed all degree requirements before starting their appointment, and be within five years of receiving the Doctorate degree. The candidate must possess a strong background in public policy, transport studies or transportation networks as evidenced by prior work and publications. The candidate must have the ability to communicate in English to an international scientific audience. The candidate must be motivated and safety conscious and possess excellent interpersonal and oral and written communication skills. The candidate must have a strong record of productive and creative research demonstrated by publications in peer-reviewed journals and presentations at scientific conferences. The candidate must be capable of innovative research with minimal supervision and the ability to work collaboratively in a team environment and interact effectively with a broad range of international colleagues.A strong interest in spent nuclear fuels and radiological materials, as well as prior experience working in radiological laboratories is desirable.This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.The candidate should have a proven publication record. References and reference letters are not mandatory, but highly desirable.
