The Nuclear Security and Isotope Technology Division (NSITD) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation to research and development (R&D) pertaining to nuclear materials processing. The Threat Reductions Initiatives Group (TRI) within the Nuclear Security and Isotopes Technology Division (NSITD) at the Oak Ridge National Laboratory (ORNL) seeks applications for an entry level Nuclear Nonproliferation Project Specialist . The candidate will be working with transport security subject matter experts on a variety of international and domestic projects sponsored by the National Nuclear Security Administration Office of Radiological Security, Department of State (DoS), Defense Threat Reduction Agency (DTRA), International Atomic Energy Agency (IAEA), Nuclear Regulatory Commission (NRC), DOE Nuclear Energy Integrated Waste Management Program (NE-IWMP).
-Assist in the assessment and improvement of site or regional transportation security capabilities. This includes work with regulators, carriers, response personnel, facility officials, and other stakeholders having stewardship of high value assets including nuclear and radiological material.-Assist in the design, implementation, training, and testing and exercising of physical security systems to include response for the protection of Chemical, Biological, Radiological, Nuclear, Explosive or other high consequence or high value assets.-Participation in critical asset protection assessments for both inter and intra-site transportation security, including sites for shipment and receipts of radiological material. -Work to implement security systems or train personnel on their operations in operating environments in compliance with international recommendations of the International Atomic Energy Agency (IAEA) and any other applicable domestic or international regulations across all modes of transport.-Responsible for becoming proficient with the requirements and operations of specific physical protection systems such as access control, intrusion detection, assessment, and detection, international recommendations, international normas, and any other applicable response protocols and procedures.-Participate in vulnerability and risk assessment activities. -Maintain extensive international and domestic travel schedule and all of the supporting logistics associated with the location. -Maintain, develop, and optimize training content for established, new or modified training curriculum.-Schedule, budget, and control costs for project activities. -Collaborate with ORNL personnel, scientists, technical, and craft personnel for production and research projects internally and externally to ORNL.-Ensure compliance with environment, safety, health and quality program requirements. -Maintain strong commitment to the implementation and perpetuation of values and ethics.The position will require both international and domestic travel.
-B.S. degree in Criminal Justice, International Policy or other equivalent with a minimum of 2 years of experience in training and exercises related to transportation or facility security. -Excellent interpersonal and communication skills (written and verbal) to direct technicians and craftsmen (machinists, sheet metal, welders, dimensional inspection, and maintenance personnel) and to interact with co-worker, customer, design, research, development, and vendor personnel.-Ability and commitment to writing reports on weekly, monthly, and project summary bases as well as collaborating on journal publications and conference presentations.-Computer skills and competence with Microsoft Word, Excel, and Power Point products.-Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.-This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
