Refinery Turnaround Coordinator (Shut Down Coordinator)

MUST HAVE REFINERY TURNAROUND MANAGEMENT EXPERIENCE
Summary
Responsible for planning, cost estimating, scheduling, performance tracking, and coordinating turnaround work, and other major project work as required.
Essential Duties and Responsibilities include, but are not limited to, the following:
- Formulate maintenance requests, work orders and specific capital jobs into Turnaround Work Tasks.
- Estimate man-hours for each Work Task.
- Input Work Tasks in computer system for planning and scheduling. P3 or P3-e is preferred.
- Prepare timeline schedules and produce reports for implementing turnaround.
- Assemble work packages for each Work Task, including step-by-step descriptions and detailed drawings (equipment, piping, structures, etc.)
- Generate total turnaround Plan, which includes cost estimates and overall turnaround length in days.
- Conduct "what if" cases of Plan to identify critical path and to estimate cost and turnaround man hour variables.
- Assist departments in work load and assignment of Work Tasks.
- Coordinate and communicate with supervision in Operations, Maintenance, Engineering, and Environment/Safety and Contractor Administrators turnaround Work Tasks, scope changes and schedules.
- Analyze and evaluate Contractor bid estimates of time, manpower and cost for completion of Work Tasks.
- Develop reports to track progress of work completed on a daily basis and compare progress to Plan during turnaround.
- Generate revised reports of new cost estimates and schedules during the turnaround, utilizing up-to-date progress information and incorporating new or revised scope changes.
- Prepare a post audit of turnaround which compares actual versus Plan man-hours and costs.
- Supervision of outside contractors, either directly or indirectly.
- Perform other duties as needed or assigned.
Education and Experience
- BSME or related degree from four-year college or university
- Minimum of two years in turnaround estimating, planning and scheduling at an oil refinery or equivalent combination of education and experience.
- Working knowledge of Microsoft Access and Excel
- Working knowledge of estimating software and Turnaround or Maintenance Planning/Scheduling Software.
