Planning-Outage Manager

Summary of Primary Duties and Responsibilities:
The goal of this position is to improve plant reliability, availability, and cost management through sound and effective planning and scheduling that facilitates solid work execution.
- Manage LEC Planners, Schedulers and Contract Supervisors.
- Provide leadership for job planning and scheduling functions for the Planning Department for “Best in Class” results.
- Lead the Planning Department in development of detailed and complete work packages. Packages will include detailed work instructions, coding, labor estimates, procedures, bills of material, specifications, drawings, tool and equipment requirements, applicable permits, and any other information required by the craft or contractor to complete work in a safe, efficient and quality manner.
- Provide leadership for creation of accurate and advanced weekly schedules.
- Advance the skills of his/her work group and demonstrate it by incorporating lessons learned into the process, audit, monitor and measure to insure continuous progress.
- Develop and manage a continuous performance improvement plan for his/her staff.
- Take ownership of the CMMS Database for continuous improvement and maintain the Work Request and Work Order backlogs for accurate asset management.
- Guide the RCM Implementation effort.
- Create, maintain, update, improve and execute the process of the Outage Readiness Index (ORI).
- Chair all pre-outage, outage and post outage meetings.
- Maintain and create unscheduled outage backlog.
- Initiate follow-up work scopes for future outage planning.
- Hold outage team members accountable for action items assigned during the outage readiness process and track the same.
- Manage outage change control.
- Manage Outage Costs.
- Perform post outage evaluations and incorporates lessons learned for continuous improvement.
Education and Experience Requirements:
Requires a Bachelor’s degree in engineering or related field and six years of related experience or a high school degree or equivalent and twelve years of related experience. Requires demonstrated experience with the required skills, knowledge and abilities as a Project Manager on large, complex industrial plant. Supervisory experience required.
Skills, Knowledge, and Abilities Required:
- Knowledge of safe work practices and hazard control methods.
- Knowledge of the maintenance and repair of large industrial equipment (boilers, turbines, and coal handling) and associated components such as bearings, drives and actuators.
- Knowledge of best in class planning and scheduling.
- Knowledge of precision maintenance techniques.
- Working level knowledge of a computerized maintenance management system.
- Working level knowledge of Microsoft Office (or equivalent).
- Working level knowledge of scheduling software such as MS Project or Primavera.
- Ability to handle multiple priorities and work effectively in a highly demanding team atmosphere.
- Ability to perform effectively with minimal supervision.
- Ability to analyze situations and make critical decisions.
- Excellent organizational and time/priority management skills.
- Excellent interpersonal and communication skills.
