Essential Duties and Responsibilities
Work under the administrative direction of the Division President and day-to-day coordination with the Director of Site Operations. Is responsible for the Human Resources functions of staffing, benefits, compensation, employee/labor relations, affirmative action, training and plant protection functions for the business unit. Duties and responsibilities include, but are not limited to, the following:

Staffing: Coordinate staffing/manpower plans with leadership and recruit appropriately skilled employees at all levels for regular and contingent employment; maintain compliance with federal/state employment regulations. Ensure proper use of recruitment budget and tools; research and identify methods to continuously improve recruitment methods and strategies. Oversee the administration of internal job posting programs, ensuring a fair and equitable selection process.
Compensation: Develop, implement and administer compensation and incentive policies and programs in coordination with corporate HR management. Participate in salary surveys and understand local/regional labor market to determine compensation trends that may affect the business unit’s recruitment and retention strategies. Analyze jobs and review job descriptions and specifications to establish equitable compensation rates; analyze and interpret government regulations, company policies and agreements with labor union to ensure compliance. Ensure compensation and classification changes are reviewed prior to implementation and are in accordance with budgets for such programs. Provide guidance and make recommendation to management on all compensation issues. Develop and administer the performance management system; ensure annual performance appraisal and merit system is conducted. Oversee HRIS system and ensure data is maintained in an accurate and confidential manner.
Benefits: Develop and administer the business unit’s employee benefits programs that consist of insured and non-insured products/practices for the bargaining and non-bargaining units. Ensure coordination with corporate benefits administration management. Evaluate present programs through research, surveys and analysis of benefit trends and/or vendor management to ensure plans are current and support the business unit’s recruitment and retention strategies; make recommendations for new/revised program and implement, as approved. Work closely with broker/carrier to provide insured programs that are cost-effective and address the health and welfare concerns of employees. Provide periodic benefit communications to employee workforce, as appropriate.
Employee/Labor Relations: Advise management on contract negotiation, grievance cases, arbitrations and applicable federal and state labor legislation. Is a representative of management in collective bargaining with union representing bargaining unit employees, working closely with internal/external counsel and corporate executive management. Ensure labor contract provisions are followed and applied consistently so as to avoid unfair labor practices charges. Counsel and provide assistance to non-bargaining employees and all levels of management in employee/management issues guided by company policies and related federal/state regulations. Conduct investigations into employee complaints and/or management concerns. Coordinate with EH&S to address various safety-related issues in the facility.
Affirmative Action/EEO: Develop, implement, interpret and monitor affirmative action program, assessing degree of participation, adherence to policies, federal/state regulations and achievement of goals and timetables, ensure all appropriate records are maintained. Represent company to enforcement agencies and community organizations. Develop and/or conduct affirmative action training for management; review and analyze potential adverse impact areas and make/take corrective actions.
Training: Establish, implement and maintain training resource center for the facility. Deliver / Administer programs such as sexual harassment awareness and ethics to train all levels of employees. Collect and maintain information and records on training obtained as well as training needs in accordance with ISO 9000 requirements. Contact and oversee contractors to administer training programs.

REQUIRED EDUCATION AND EXPERIENCE
  • Bachelors Degree in Business or Related Field
  • 7 to 10 years of related experience
  • Strong working knowledge of federal and state regulations applicable to the workplace
