Incumbent must be capable of ensuring the procurement of quality products/services in the desired quantities, at the time needed and at a price that is fair and reasonable. The incumbent plays a leading role in procuring requisitioned material, adhering to a bid solicitation and vendor selection based upon best value analysis.
Must be capable of supervisory oversight, scheduling and monitoring work assigned to Buyers and Procurement Clerk(s), compiling and reviewing data and reports relating to subcontracts and purchasing, supplying all data needed to support pricing and/or proposal efforts pertaining to a designated contract. Requires MS Word/EXCEL proficiency, with the ability to utilize applicable databases as business tools. Requires excellent communication and harmonious interpersonal skills with internal and external customers.
Must possess demonstrated advanced knowledge of and high performance in the government-related procurement arena, knowledge of the FAR (Federal Acquisition Regulations) and CAS (Cost Accounting Standards) AND a BA or BS degree in Business Administration (or related field) from an accredited college or university and four (4) years work experience directly related to government sub-contracting and purchasing, two (2) years of which must have included work in a supervisory capacity –OR-- graduation from a standard four (4) year high school or equivalent (GED) and six (6) years work experience directly related to government sub-contracting and purchasing, two (2) years of which must have included work in a supervisory capacity.
