FACILITIES MANAGER , OPERATIONS

Job Location: Spartanburg, SC

Department: OPERATIONS

Shift: Full-Time / 1st Shift

Hours: Full-Time / 1st Shift

This job reports to the Operatons Manager

Relocation is not provided and travel occasionally.

This is a Full-Time position, working 1st Shift.

Overview

Under minimal supervision, is responsible for managing the operational activities, programs and staff of the wastewater treatment facilities to ensure safety, efficiency and compliance with all applicable policies, procedures, standards and regulations on an ongoing and continuous basis. Coordinates with and assists SSSD support staff groups to ensure that current and future compliance, fiscal, maintenance, and construction goals are met. Assumes management responsibility for the entire Operations department in the absence of the Operations Manager. Reports to the Operations Manager.

Job Skills/Requirements

Requires a Bachelors Degree in biology, civil engineering, or business supplemented by five years practical experience in water, wastewater, maintenance, or other related field and five years of supervisory experience; or any equivalent combination of education and experience that provides the required knowledge, skills and abilities. Must posses or obtain a S.C. Class A Biological Wastewater Operator Certification in the minimum time allowed by the S.C. LLR guidelines. Must possess or obtain a S.C. Biosolid Operator License within one year. Must possess or obtain valid CPR and First Aid certifications. Must possess a valid drivers license.

Oversees planning, coordination, organization, and supervision of the operation and maintenance of all SSSD operated wastewater treatment facilities in adherence to established procedures, protocols, and regulation for optimum efficiency and compliance.

Supervises department staff, provides direction, assistance and instruction. Reviews work scheduled and completed. Conducts performance appraisals, makes salary recommendations, conducts disciplinary investigations, administers disciplinary actions, completes job requisitions, conducts interviews and selects personnel to fill vacancies.

Assists section manager(s), lead operators, coordinator(s) and Department Manager in establishing and overseeing the budget for the entire Operations Department ensuring adherence to budgetary requirements and procurement guidelines. Continuously reviews expenditures and makes recommendations for immediate and long term optimization.

Oversees the solids handling program for the Operations Department to ensure compliance, efficiency and stakeholder satisfaction. Continuously reviews and makes recommendations for operational changes or capital improvements to provide for a sustainable and effective solids handling program.

Oversees the corrective and preventative maintenance programs for the department. Reviews maintenance schedules and acquired data for adequacy. Ensures that computerized maintenance management system is functioning and up to date with necessary maintenance and equipment information. Makes recommendations for optimization of equipment and maintenance programs including replacement, tools, capital improvements, and maintenance contracts.

Oversees the hauled waste program and ensures compliance of SSSD and hauled waste customers with established guidelines and regulations. Makes recommendations for improvements to the program to achieve efficiency and meet customer needs.

Reviews maintenance, process and compliance data and schedules and data for content, adequacy, accuracy and trending and makes necessary adjustments to processes and systems based on data review.

Prepares and/or reviews necessary reports required by regulatory agencies and ensures accuracy and punctuality of reports. Prepares letters and other correspondence to regulatory agencies, customers, contractors, vendors, etc. as necessary to obtain needed approvals and information from outside sources.

Attends, participates and conducts meetings with internal and external stakeholders as necessary to ensure proper communication and expectations of all parties. Works closely with other SWS-SSSD department personnel to ensure that the needs and objectives of the Operations Department and the entire organization are being met.

Oversees department safety and security program following all established procedures and guidelines. Makes recommendations for improvements to programs establishes procedures as necessary. Provides adequate training for all department staff to ensure a safe and secure work environment.

Assists Department Manager in the establishment of departmental goals and appropriate measures/indicators necessary to support the success of the SWS-SSSD Strategic Plan. Assists the Department Manager in the communication of goals to staff and the assessment of the department in achieving established objectives.

Assists the Department Manager in continuously assessing department needs for staffing, development, training, process optimization, compliance enhancement, equipment replacement, capital expenditures, and revenue generation. Assists in development of cost analysis, return on investment, and other support information for the formulation, approval and implementation of proposals to meet department goals and objectives.

Handles management and oversight of the operation and maintenance of the entire Operations Department in the absence of the Operations Manager.
