Job Skills / Requirements
The successful candidate for this position will under limited supervision, plans, schedules, and manages projects associated with the Collection and Distribution Departments providing project management for capital improvement (CIPP), asset management, highway projects, special projects, etc. associated with the collection and distribution systems ensuring compliance with all applicable policies, procedures, standards and regulations. Performs responsible administrative and technical duties in [more] the areas of construction, maintenance and installation of distribution and collection system lines. Assists the Utilities Asset Engineering Manager in planning short- and long-term maintenance, preventive maintenance and construction schedules. Reports to the Utilities Asset Engineering Manager.
SPECIFIC DUTIES AND RESPONSIBILITIES
o In conjunction with the Utilities Asset Engineering Manager plans, schedules, and manages the Capital Improvement and Asset Management Programs associated with the construction and/or rehabilitation of current and future infrastructure associated with the collection and distribution systems. Applies proper technical and construction techniques to problems identified.
o Oversees multi-construction projects with budget responsibility utilizing the PMIT process. Manages each project to successful completion, controlling project cost and schedule, and prepares monthly progress reports including estimated vs. actual costs as needed.
o Utilizes the hydraulic models associated with the collection and distribution systems, utilizes modeling results to determine the appropriate sizing for distribution system projects, taking into consideration future growth, fire protection, and water quality, and determines appropriate sizing for collection system projects taking into consideration capacity and flow characteristics.
o Provides leadership, guidance, and assistance to technical staff on assigned distribution and collection system projects pertaining to preliminary field data acquisition, project design, and field inspection.
o Develop bid packages including advertisement for bids, contract documents, bid bonds, performance bonds, payment bonds, specifications and plans for multiple collection and distribution construction projects.
o Creates and certifies bid tabulations based on contractor bid results. Reviews and approves contractor applications for payment and construction change orders to verify completeness and correctness for multiple collection and distribution construction projects.
o Performs field duties as needed related to projects from preliminary field tests, project preparation data for drawings, and field inspection of internal and external forces as needed.
o Develops and implements long and short-range plans for multiple projects and improvements for the Utilities; and assists in developing costs and schedules for projects identified. Facilitates the timely and efficient completion of planned projects in accordance with established guidelines, specifications and financial constraints.
o Investigates, recommends, and utilizes new technologies associated with trenchless repair of underground collection and distribution lines in the water/wastewater utility industry.
o Coordinates and monitors daily work activities with other governmental agencies and coordinates interagency relations as related to capital projects, highway projects, etc. Establishes and maintains effective working relationships with public groups, agencies, the media, and others contacted in the course of work. Establishes work schedules to optimize efficiency.
o Communicates clearly and concisely, orally and in writing.
o Provides technical support and coordinates with other departments as necessary in the proper operation of the water distribution and wastewater collection systems.
o Receives, prepares and/or processes numerous documents and reports, including material requisitions, utility damage reports, purchase orders, billing invoices, job sketches, memos, etc.
o Interacts and communicates with various individual and groups, customers, immediate supervisor, staff, governmental agencies, other utilities, and the general public.

Bachelors of Science in Civil Engineering or Environmental Engineering

Requires a Bachelor of Science in civil engineering or environmental engineering, a minimum of 4 years experience in civil or environmental engineering or any equivalent combination of education and experience. Registered Professional Engineer required. Must possess a valid drivers license
