Responsible for the development, implementation, maintenance and management of the Quality Assurance program for the Spartanburg Water Laboratory Services Section, including the central laboratory and the satellite laboratories, such that the laboratories` data are compliant with all applicable federal, state and local regulations, are verifiable, and are legally defensible in ad judicatory hearings and in a court of law.
Job Skills / Requirements
1.) Ensures that laboratory methodology, procedures and quality control comply with "40 CFR Part 136 - Guidelines Establishing Test Procedures for the Analysis of Pollutants" and amendments thereto, as well as other applicable state and federal regulations and the requirements of SCDHEC Laboratory Certification.
2.) Responsible for development, implementation and maintenance of laboratory Standard Operating Procedures Manual in suitable controlled document format, to include: developing and [more] writing or supervising the development and writing of procedures for analysis, quality control, reporting and record keeping; editing, approval, and issuance as controlled documents; training and proficiency testing of lab personnel.
3.) Administers and manages all required laboratory certification programs including Performance Evaluation Studies required by EPA and/or SCDHEC protocols.
4.) Performs internal auditing of all laboratory (central and satellite) analytical and reporting functions, bench and field sheets, and chain of custodies. Ensures that appropriate corrective/preventive actions are taken.
5.) Develops and implements QA/QC plan/procedures and auditing for process control data and bench analyses.
6.) Reviews permit, regulatory and/or project requirements and schedules, develops procedures as needed, and interfaces with field, lab, operations and other personnel to ensure that all necessary samples are collected, preserved and analyzed in compliance with applicable methods, procedures, frequencies, locations, schedules and other requirements.
7.) Participates and assists in NPDES permit renewal process, including but not limited to collection, verification and reporting of required /data for renewal. Reviews and contributes comments on draft permits, prepares required documentation/submittals, etc.
8.) Evaluates new analytical methods, procedures, protocols, instrumentation, hardware and/or software for value to and use by the Laboratory Services Section.
9.) Performs Spartanburg Water routine laboratory analyses as needed. Including, but not limited to, traditional wet chemistry tests, atomic absorption/emission analyses using flame, furnace and plasma instruments, gas chromatography analysis for volatile and semi-volatile pollutants, and spectrometric analyses.
10.) Supervises and/or performs non-routine analyses, special studies, bench studies, and pilot studies. Researches and adapts existing methods (for example: EPA, ASTM, and technical literature methods) or develops methodology for these as required.
11.) Administers and manages all analysis and testing by subcontract laboratories, to include pre-qualification of subcontractors, quality assurance auditing of subcontract laboratories and data, verification of procedures and certifications, soliciting of bids, verification of invoices, maintenance of turn-around, investigation and resolution of discrepancies.
12.) Single point of contact for Project Management of all internal SW customers.
13.) Provides technical support and troubleshooting assistance to laboratory personnel, industrial pretreatment, drinking water operations and reclaimed water operations.
14.) Prepares sampling plans, technical reports, graphics and illustrations as needed.
15.) Prepares laboratory evidence for use in enforcement actions, ad judicatory hearings, and court proceedings.
16.) Develops schedules to assure the accurate, complete and timely reporting of all compliance data.
17.) Reviews laboratory and regulatory reports for accuracy, completeness, and reasonableness of data.
18.) Performs training and maintains documentation for the Laboratory Services Section for the quality assurance, analytical, chemical hygiene and safety programs in accordance with applicable EPA, DHEC, OSHA and other regulations, and Spartanburg Water policies and procedures.
19.) Assists the Laboratory Services Manager as needed with other management/supervisory functions including, but not limited to, setting work priorities, scheduling, planning, investigating, projects, troubleshooting, training, conducting meetings, etc. Acts on behalf of Laboratory Services Manager in his/her absence. Provides input to and assists in preparation of employee performance appraisals.
20.) Assists the Laboratory Services Section Manager with budget development, cost analysis, cost recovery tracking, and excursion analysis.
21.) Answers questions and resolves complaints from Spartanburg Waters residential and other customers.

Bachelors Degree in Chemistry or related field

Requires a bachelor degree in chemistry or other science such as biology with significant coursework in general and analytical chemistry or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities with five or more years of progressively responsible experience in analytical laboratories to include development, authorship, training and implementation of quality assurance plans and procedures, laboratory analytical procedures, data review, verification and validation procedures, laboratory auditing, analytical troubleshooting and deficiency resolution. History of successful participation in performance evaluation and auditing programs. Supervisory/lab management experience a plus. Extensive knowledge of requirements and procedures contained in "40 CFR Part 136 - Guidelines Establishing Test Procedures for the Analysis of Pollutants", as well as accepted practices in laboratory quality assurance and quality control and EPA/state certification requirements. Knowledge of good laboratory practices (GLP), NELAP guidelines, etc. a plus. Excellent written and verbal communication skills.
