Under general supervision, operates the wastewater treatment plant in accordance with established guidelines, regulations, standards and rules ensuring the quality of effluent meets NPDES permit requirements. Corrects abnormal plant conditions with chemical and/or mechanical adjustments. Makes minor repairs and/or improvements involving plumbing, electricity and/or carpentry. Reports to the Lead Operator.

Job Skills / Requirements

With assistance, assures compliance of regulated programs such as NPDES, Storm Water, Process Safety Management/Risk Management and OSHA Safety. Verifies accuracy of the Discharge Monitoring Reports; monitors and updates non-NPDES manuals for compliance while ensuring all training and documentation requirements are met; ensures all required daily monitoring sheets/reports are completed and accurate; and observes Operator safety.

Compose procedures for a variety of process control and [more] maintenance tasks, with an emphasis on safety, and trains the operator staff accordingly.

Schedules and oversees the preventive maintenance of equipment at all assigned facilities. Monitor and update CMMS software program, ensuring work orders are scheduled and completed in accordance with O&M manuals.

With guidance, conducts safety and technical training for the operator staff. Ensures record of training is complete and properly filed.

With assistance, insures all necessary safety, process control, and maintenance documentation is up-to-date, accurate and properly filed for future reference.

Operates a variety of motorized equipment and power/hand tools.

Assembles information and prepares various reports and projects as requested.

Assigns tasks and/or responsibilities to operator staff as deemed necessary; schedules shifts and special projects to be completed; reviews work for quality and quantity.

Analyzes lab data to correctly predict and avoid plant upsets or violations; Capable of interpreting data; calculates data to obtain insight into process efficiency and compliance.

Responds to plant emergencies in a timely fashion whether during or after normal work hours.

Effectively communicates with support departments to maintain smooth plant operation, and utilizes proper channels for obtaining assistance.

Reports performance problems to the Lead Operator, and supplies pertinent information for Performance Evaluations of the Operator staff.

Assumes responsibility for annual inventory audits, including Inventory Report.

Assists with the annual budget preparation, and recommends Capital Items for purchase.
Assumes primary role in procurement activities within budgetary guidelines, while adhering to procurement authorization and protocol, ensuring adequate supplies, spare parts, equipment, chemicals, etc. are on hand. Processes purchase orders, invoices, etc.

Serves as a representative of the department, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the department, the organization and the general public. Receives salespersons, vendors, visitors, and tour groups at the plant when assigned, or as needed.

Responds to odor complaints from the public, and reports information to Lead Operator or Dept. Manager.

Communicates by phone, fax and/or email with salespersons, outside contractors and in-house personnel as required.

Assumes the operational duties of the Lead Operators in their absence.

Works overtime as required, as well as holidays and weekends as needed.

Additional Information / Benefits

Requires a high school diploma or GED equivalent with strong math skills, preferably in basic algebra and basic science, supplemented by a minimum of four years of experience in wastewater treatment principles and theory and mechanical and communication aptitudes, or any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have good oral and written communication skills. Must possess a Wastewater Operator Class "A" certification for more than one year. Must obtain Biosolids/Residuals Operators Certification. Must obtain First Aid/CPR Certification. Must possess a valid drivers license. Must be proficient in the use of computers and related software, e.g., Word, Excel, PowerPoint, etc.
