Job Skills / Requirements
Receives requisitions and interacts directly with all departments in order to complete the following tasks: selecting vendors, soliciting quotations, tabulating bids, preparing purchase orders and making awards for all departments throughout Spartanburg Water System and Spartanburg Sanitary Sewer District.
Assists in the management of warehouse and inventory and the re-order of consumable goods to include ductile iron pipe, valves, hydrants, etc.
Receives and inspects incoming materials [more] ensuring that material is of proper design, quality, and quantity; off-loads incoming materials and stores in proper location in inventory warehouse; operates necessary equipment such as forklift and front-end loader in order to unload and move materials; observes safety precautions and procedures in performing tasks of moving heavy items.
Operates financial software and inventory management system in order to enter purchase orders, receive material into inventory, and process paperwork for payment; issues materials from warehouse to jobs by utilizing proper cost account numbers. Prepare monthly reports for accounting and upper management.
Monitors traffic inside warehouse ensuring that all materials removed from stock have received proper authorization and that proper paperwork has been processed.
Inspects returns of used materials; determines whether material is suitable for re-use; inspects returning equipment to ensure proper working condition; ensures that damages are reported in prompt and required manner.
Completes received copy of purchase order to confirm proper shipment, and establishes payment approval record.
Monitors receipt of goods to assure that material is routed to the correct requesting department.
Interacts directly with department managers to complete research, compile data and prepare detailed bid specifications. Acts as procurement support for procurement of material, services, and contracted projects.
Prepares detailed specifications, advertises, receives bids and assists in the evaluation and award of recurring goods and service contracts, such as treatment chemicals, water meters, janitorial service, right of way mowing, etc.
Assists in the support of activities related to the Spartanburg Water Minority and Womens Business Enterprise program and Community Benefit Program.
Manages small service contracts.
Manages the Disposal of Spartanburg Water Surplus Property Program.
Perform other related duties as required. [less]

MINIMUM TRAINING AND EXPERIENCE:
Associate Degree and minimum of 5 years experience in purchasing or inventory control environment. Must have good written and oral communication skills. Certified Professional in Supply Management (CPSM) Certification and two years of experience with electronic procurement software is desired. Must possess a valid drivers license. Must have experience using Microsoft Office.
