Position Summary: The Vice President Finance & Chief Financial Officer (CFO) for Mercy Regional Health Center is responsible for supporting and administering all fiscal matters for the assigned ministries in Pittsburg in accordance with Via Christi Health policies and procedures.
Reporting to the Chief Financial Officer, VCH and matrix to the President Mercy Regional Health Center, the CFO administers policy, participates in setting management objectives, develops and evaluates new and existing programs and services and supports the development and implementation of strategic plans.
The CFO plans, organizes, and administers the fiscal services functions, including the development, interpretation, coordination, and administration of the System policies on budgeting, capital planning, contracted management, physician and provider revenue cycle, patient access, internal audit and organizational integrity. Accountability includes the assurance that the organizations vision, mission, and values are evident in the strategic planning, management, operations, and organizational culture of the ministry.
The CFO is responsible for coordinating with the Via Christi Health Chief Financial Officer for hospital & physician business office, managed care contracting, decision support and cost accounting, finance, accounting, insurance, financial/accounting systems, cash management, internal controls, revenue cycle, and materials management.
The CFO is also responsible for supervision of the dietetics, facilities, environmental and laundry services, and health information management departments.
The CFO collaborates with ministry leadership in developing sound business plans and critical financial success factors. The CFO supports the goals and mission of Via Christi Health and is a financial resource for other ministries.
The CFO is the lead executive supporting the Board of Directors Finance Committee. The CFO also participates on related Boards as assigned.

Maintains knowledge of issues and trends impacting the organizations programs, service area and relationships to other institutions and providers.
Develops and recommends department operating budgets. Prepares department reports and statistics for administrative purposes.
Manages the hospitals financial resources.
Participates with leaders from the hospital governing body, management, medical staff, and employees in developing the system mission, strategic plan, governing policies, and standards.
Fosters an environment, which respects human dignity, protects human rights, and promotes human development to actualize the values and philosophy of Via Christi Health.
Supervises and coordinates the functions of patient financial services, admission and registration, materials management, information systems, accounting, organizational integrity, and health information management.
Recommend budget planning guidelines to the Board, and coordinates preparation of current operating and capital budgets with Administration.
Prepares reports outlining medical centers financial position in all areas of assets, liabilities, income and expense, based on past, present, and planned future operations.
Performs cost studies involving third parties and hospital auditing firm representatives.
Organizes and maintains an effective system of accounting and cost determination. Reviews and modifies cost system and data collection to ensure maximum cost reimbursement for patient services.
May perform other duties as assigned or requested
Management Responsibilities: This position is responsible for executive level management of all finance professionals.

Qualifications:
Education and/or Experience
Bachelors degree in accounting or business administration with an accounting concentration from an accredited college or university.
Masters preferred.
Four years progressively responsible experience in financial management in a field related to healthcare including experience with and/or knowledge of federal, state, and local laws regulating the healthcare industry.

Working Conditions:
Works in a medical-surgical hospital. While performing the duties of this job, the employee may be exposed to patients with communicable diseases. May work around hazardous materials, including radiation, chemotherapy agents, and biohazards. May be exposed to blood, body fluids, fumes, or airborne particles, and sharp objects potentially contaminated with blood borne pathogens or other infectious agents.
Additionally makes site visits to banks, schools manufacturing plants and various other local businesses.
