Job Summary: Manage all aspects of the human resource function including, but not limited to, compensation, benefits, payroll, employee relations, recruiting and retention, training and development, and the human resource information system. The Director, Human Resources is a member of the management team involved in strategic organizational development. Essential Job Functions The employee must be able to perform the essential functions of the job with or without reasonable accommodations. Human Resources Administration Maintain the employee file system that complies with state and federal regulations. Ensure and maintain compliance with all required third party regulatory agencies in regards to employment. Process all workers compensation, FMLA, LOA, unemployment, OSHA and related concerns, maintaining logs and case documentation. Assists in preparing and researching drafts of new facility policies and procedures. Responsible for the maintenance of a facility personnel manual. Update and maintain appropriate job descriptions for all facility personnel. Ensure that the facility is using all standardized VCSS Human Resources policies, procedures, and forms. Works with the VCSS, Inc. Human Resources staff Maintain the Human Resource Information System. Maintain strict confidentiality of all employee and resident information. Remain apprised, informed and educated regarding human resource issues, state laws and regulations that have relevancy to the facility. Recruitment/Staffing Develop effective hiring, orientation and termination procedures. Serve as a resource to CEO/Administrator, department directors and supervisors regarding employee issues, counsels with management in the positive resolution of performance deficiencies, corrective discipline and termination. Available to facility staff as a resource for all questions regarding human resources management, including hiring, orientation, terminations, safety/workers comp., disciplinary actions and salary conversions. Compensation and Reward System Manages and implements salary schedule and position classification program. Guides the implementation of non-monetary recognition programs to reinforce valued service and contributions. Benefits Administration Orients new hires to facility payroll and benefit programs; is available to respond to benefit and payroll questions on an ongoing basis. Administers the facility benefit program as directed by VCSS VP of Human Resources. Training and Development Provides support to managers and employees in accomplishing job results by identifying training and development needs; provides appropriate in-service and training opportunities for those identified needs. Employee Relations Provides for effective employee relations by promoting a positive work environment and work conditions. Facilitates organizational improvement initiatives. Provide interpretation and application of established personnel policies to assist CEO/Administrator, supervisors and employees in the fair and consistent application of policies. Coordinate referrals to the Employee Assistance Program and serve as a resource to CEO/Administrator and department directors regarding interventions. Coordinates all worker`s compensation claims with the affected employee`s direct supervisor and/or department director. Coordinates the facility`s unemployment claim responses in a timely manner. Communications Designs and implements effective communication vehicles so that all employees understand and relate to the business goals of the company, with the objective of aligning employee`s efforts with the required results.

Knowledge, Skills and Abilities The Director, Human Resources must have excellent written, oral and interpersonal skills, be able to cope with the mental and emotional stress related to the position, function independently, have flexibility and personal integrity. Employee must demonstrate on an ongoing basis the ability to develop and maintain good working relationships with co-workers and department heads. Education/Certification Bachelor`s degree in Human Resources preferred. Five (5) years` experience in Human Resources required. Experience in a long term care setting is preferred.
