Senior Land Representative

Job Location: Houston, TX

Job Description:
The successful candidate will be responsible for implementing company policies and procedures under which land is acquired, retained, managed and sold throughout the Gulf Coast Area. The candidate will also be responsible for managing the permitting and right-of-way projects related to existing Gulf Coast Offshore assets. This position works directly with Project Management, Commercial, and Operations to facilitate these processes.

Responsibilities include complex title issues, easement acquisition, lease negotiation, coordinate permits and communication with external contract agents and Minerals Management Service (MMS), Texas General Leasing Office (TXGLO), Louisiana General Leasing Office (LA GLO), environmental permitting agencies (federal and state permitting), crossing agreements and anchor agreements, coordinating federal company qualification and updates, management of contract employees, cost estimating, due diligence, construction settlements and drafting of documents for legal review.

Duties require discretion and independent judgement that includes the acquisition of lands, easements, leases, licenses, contracts, permits and other interests necessary for conduct of company business. Prepare land documents such as deeds, easements, agreement, licenses and contracts to protect company interests. Sustain competent relations with landowners and government officials, and coordinate with other departments with regard to land and right-of-way activities. Prepare project land estimates and submit forecasts and status reports as required by project team and manage contract resources to complete acquisition. Present company's position at public meetings and regulatory settings.

Maintain continual communication, cooperation and liaison between outside companies, public agencies, property owners, construction forces, and other company departments and subsidiaries. Assist engineering in selecting routes for expansion projects, replacements, and pipeline integrity assessments. Assist operations in managing encroachments on company facilities. Assist Insurance and Legal Department in investigation, preparation and settlement of lawsuits and unusual claims and participate as an expert witness when necessary. Maintain appropriate maps, files and records for efficient office operations.

Qualifications:
Bachelor degree or equivalent and at least ten year's of directly related experience. A thorough, detailed knowledge and experience with real property law, engineering/surveying principles, pipeline construction and operating practices, appraisal techniques and title search procedures. Demonstrated effective oral and written communication skills, problem solving ability and appropriate use of discretion and independent judgement along with the ability to relate well to a variety of external and internal persons, agencies and departments required.
