Project Manager

Job Location: Houston, TX

Job Description:
The successful candidate will be assigned the role of Project Manager for Williams Gas Pipeline projects. Will have overall responsibility for the initiation of a project from the conceptual idea through the development of a detailed scope, schedule and budget estimate which combined form the service level agreement to meet the Customer(s) requirement. The agreement upon the work is done with the project team through the guidance of the Project Manager while meeting the Customer(s) needs and requirements. Level and grade commensurate with experience. Specific responsibilities include guiding and directing the Houston project team through the initiation and planning, detailed design, procurement, land and permitting issues and construction. Will call team meetings and track progress against the schedule and budget estimate, forecast future expenditures, and develop contingency plans with functional representatives to resolve unforeseen problems.

In addition, the role of Project Manager will coordinate, monitor and report ongoing progress of the design, permit acquisition, drafting, material procurement and construction of the assigned projects to management, the Business Customer and/or outside Customer(s). The Project Manager shall identify and resolve variance in the scope and obtain proper approval for the changes with regard to cost and schedule implications. The Project Manager shall coordinate with the proper personnel to insure the construction responsibilities, which include preparation of the bid and contract documents, conducting the bid process, selection of the contractors, arranging construction inspection, and reconciliation of material, are all completed within the project parameters. The Project Manager shall assist with the coordination of all commissioning activities and conduct post construction assessments. Upon completion of the project, the Project Manager is responsible for assuring that project closure is completed in a timely manner including disposition on surplus materials, compliance with permit conditions, and submittal of as-built drawings.

Qualifications:
Critical skills include:
* Information gathering, risk assessment, analyzing alternative solutions and making decisions without all the answers to estimate and evaluate the cost-effective alternatives
* The ability to perform multiple tasks ranging from equipment recommendations to coaching other team members
* The ability to organize, plan and present ideas, concepts and evaluate risks through effective use of teams
* The ability to manage multiple complex projects with a high level of customer focus
* Knowledge of project scheduling and cost estimating/forecasting is required
* Must have demonstrated leadership skills, show creativity and deal with ambiguity while driving for results
* Must have a high level of trust in peer relationships and set or adjust priorities as changes occur
* Excellent written and oral communications skills and negotiating skills

Education/Experience:
A degree in Engineering with a minimum of five years experience in project management, design and/or construction of natural gas facilities are preferred. Professional engineering license and/or Project Management Professional certification is preferred.
