| CLASSIFICATION TITLE: Assistant Planning and Development Services Director
DEPARTMENT: Planning and Development Services
The Assistant Planning & Development Services Director is responsible for assisting the Director with the day-to-day operation of the Department. Provide assistance with planning, coordinating and supervising the design, implementation, administration and review of County projects. Works to ensure the goals and objectives identified in the Comprehensive Plan are being met; and ensures the Department is properly implementing and enforcing County ordinances and policies related to land use and development. Provide supervision and guidance to department personnel.
Examples of Duties:
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Assists in planning, coordinating and supervising the programs and activities of the Planning and Development Services Department.
Reviews, evaluates and initiates revisions to zoning, building, floodplain management, subdivision, and stormwater and erosion control ordinances.
Provides supervision to subordinate staff as assigned, scheduling; instructing; assigning, reviewing and planning work activities.
Assists with the selection of new employees.
Addresses employee issues and problems, and recommends employee discipline or discharge as appropriate.
Assists with the development, implementation and evaluation of short- and long-range plans to facilitate the growth and development of York County in order to meet the needs of changing technology and increasing population.
Assists in coordinating department activities with other divisions, departments, municipalities, agencies, commissions, boards and task forces as appropriate.
Assists to ensure the Department remains compliant with applicable federal, state and local laws and regulations, policies and procedures, and standards of quality and safety.
Represents the Department and County at various local, regional and national conferences and meetings; serves as liaison to other counties, municipalities, state and federal agencies, various boards and commissions, community/professional/civic groups, the news media, other professionals and the general public.
Assists in developing and monitoring the department budget; prepares related reports.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Completion of a Bachelor`s degree, and seven years experience
CERTIFICATIONS AND LICENSES:
Must possess a valid state driver`s license, AICP preferred or ability to obtain within one-year of hiring
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of general planning principles. Ability to research and write reports, papers, and/or plans on complex subject matters. Knowledge of stormwater and erosion and sediment control laws and regulations. Ability to draft ordinances.
Ability to supervise subordinate staff and resolve conflicts. Ability to mediate disputes and reach consensus with a variety of stakeholders with different goals and objectives. Ability to make oral presentations to a variety of boards and commission, stakeholder groups, and general public. Ability to use basic computer programs (Microsoft Office Suite, on-line permitting programs, etc.). General knowledge of Building Codes and Building Inspection Programs. Knowledge of federal, state, and local laws, including but not limited to those related to environmental issues, employment/labor, and building and codes. Ability to understand and prepare budgets.

Work in a highly dynamic environment, responsible to establish goals, objectives and policies.
Handle cash transactions; prepare and process purchase orders. Purchasing authority: the ability to purchase goods or services worth more than $100 without securing approval from another authority or Financial Recommendations: the ability to make recommendations that impact resource allocation. Manage or administer budget within assigned department.
TOOLS AND EQUIPMENT USAGE
Use office machines such as copiers or calculators. Use computers for data entry; or handle, use, or repair hand-held power equipment or light machinery. Use computers for word processing, spreadsheets, PowerPoint presentations or custom applications or operate or repair large shop equipment and machines or operate or repair vehicles or use firearms.
PHYSICAL DEMANDS / WORK ENVIRONMENT
PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires work involving: walking, standing, gripping or feeling with hands, under 1/3 of the time; reaching with hands and arms, 1/3-2/3 of the time; sitting, talking or hearing over 2/3 of the time; and lifting up to 10 lbs under 1/3 2/3 of the time.
