CLASS TITLE: INFORMATION TECHNOLOGY / GIS PROGRAMMER
MANAGEMENT INFORMATION SYSTEMS DEPARTMENT
 
 
GENERAL DESCRIPTION OF CLASS
 
The purpose of the class is to develop computer software and program codes to increase work efficiency in all County departments; to develop methods using IT and/or GIS technologies to improve both County work efficiency and public communications abilities, and to perform related professional and technical work as required. The class works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
 
ESSENTIAL TASKS
 
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
 
Develops specialized computer software for York County government to improve work processes and productivity; customizes existing software to increase functionality.
 
Develops applications and web applications using internet / web-based technologies and GIS technologies.
 
Develops applications and web applications that use database technologies to retrieve and enter data into databases.
 
Develops open source software using open source code.
 
Designs and develops databases and database models using SQL database technologies.
 
Administers, maintains and optimizes existing applications, web-based applications, databases, documentation and other relevant projects.
 
Assists the IT Programs Manager  with overall database administration and optimization tasks.
 
Optimizes and de-bugs software code written in a variety of computer languages.
 
Integrates various databases and existing software into new applications and web applications.
 
Researches and makes recommendations on software applications for County use.
 
May make maps available through private or public applications, County intranet web applications, and County internet web applications, using GIS technologies and internet / web-based technologies.
 
May assists and interact with the GIS Administrator to provide better, more useful and more efficient GIS technologies.
 
Assists others with database design, queries, administration and related tasks as appropriate.
 
Coordinates assigned activities and functions with those of other County divisions, departments and outside agencies as appropriate.
 
Assist with Help Desk duties as assigned.
 
Receives and responds to inquiries, concerns and complaints in areas of responsibility.
 
Operates and has knowledge of desktop computer, laptop computers, monitors, printers, modems, servers and other computer equipment; operates basic office equipment; uses small hand tools.
 
Performs general clerical work as required, including but not limited to preparing reports and records, preparing spreadsheets, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
 
Attends meetings, training, seminars and conferences and reads professional / technical journals as appropriate to maintain knowledge of new products, technologies, trends and advances in the profession.

Requires gathering, organizing, analyzing, examining or evaluating data or information and may prescribe action based on such data or information.
 
PEOPLE INVOLVEMENT:
 
Requires counseling or instructing/training others through explanation, demonstration and supervised practice or making recommendations based on technical expertise.
 
INVOLVEMENT WITH THINGS:
 
Requires leading, operating or repairing complex machinery or equipment that requires extended training and experience, such as the design, installation, maintenance and troubleshooting of computer / GIS systems.
 
 
COGNITIVE REQUIREMENTS
 
REASONING REQUIREMENTS:
 
Requires performing work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization.
 
MATHEMATICAL REQUIREMENTS:
 
Requires using algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models.
 


LANGUAGE REQUIREMENTS:
 
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
 
MENTAL REQUIREMENTS:
 
Requires doing specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.
 
 
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
 
VOCATIONAL/EDUCATIONAL PREPARATION:
 
Requires a Bachelors degree or education and training equivalent to four years of college education in computer science, information systems management or closely related field. 
 
SPECIAL CERTIFICATIONS AND LICENSES:
 
Must possess a valid state drivers license.
 
May be required to possess or obtain specific system certifications.
 
EXPERIENCE REQUIREMENTS:
 
Requires over three years and up to and including five years.
 
 
AMERICANS WITH DISABILITIES ACT REQUIREMENTS
 
PHYSICAL AND DEXTERITY REQUIREMENTS:
 
Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis, and occasionally more up to 50 pounds, and routine keyboard operations.
 
ENVIRONMENTAL HAZARDS:
 
The job risks exposure to no known environmental hazards.
 
SENSORY REQUIREMENTS:
 
The job requires normal visual acuity and field of vision, hearing and speaking abilities, color perception.
