ENGINEERING DEPARTMENT

GENERAL DESCRIPTION OF CLASS

The purpose of the class is to manage the facilities capital improvement projects (CIPs), including coordination; budgeting and financial reporting; oversight of planning, design, property acquisition, permitting, abatement, construction management, and warranty inspections. Coordinates temporary and permanent relocations of staff and services. Prepares applications for special federal and state grant funding programs and then administers each project through programming, design, bidding and construction. Coordinates with municipal governments, state and local authorities having jurisdiction, and utility service providers. Works with Building Maintenance staff regarding building maintenance issues and custodial services. Aids in the preparation of presentation information, field review and attends public meetings.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

Manages York Countys facility capital improvement projects (CIPs) including coordinating with authorities having jurisdiction, in conjunction with the County Manager and County Engineer, consultant architect and engineers, contractors, and utility service providers. Also serves to help establish and maintain listing of CIPs for the capital facilities program.

Reviews all aspects of the facility CIPs including cost estimates and budgeting, project planning, project designs, environmental assessments, contracts and agreements, easement/right-of-way acquisitions, research, construction administration and observation, and warranty inspections.

Actively participates in the selection of consultants and contractors for the program.

Oversees financial planning, adherence to project budgets, accounting and reports for County Management.

Conducts, attends, or assists with public meetings involving CIPs as necessary.

Coordinates with various agencies including other County departments, local municipalities, and state regulatory offices, and manages programming, design, bidding, and construction observation and testing for facilities projects.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

Assists the other departments with the design and construction of facilities projects, including planning, scheduling, funding, budget management, surveying, abatement, architectural/engineering design and permitting, acquisition of permits and easements, and construction administration and observation.

Uses computer-aided design technology to develop drawings and models/renderings.

Reviews and prepares contract documents, bid specifications and requests for proposals; participates in public bid openings; recommends architects/engineers and contractors to County Management; recommends approval of change orders; resolves design/construction conflicts with contractors and architects/engineers as necessary.

Provides technical guidance and support to the County Engineer, Assistant County Engineer, and personnel of other County departments; coordinates projects with other County departments and federal and state agencies as necessary.

Responds to inquiries from the public and various municipalities and agencies regarding current projects and plans; prepares and gives presentation on projects as requested.

Represents the County at meetings and on various committees and task forces as appropriate.

Operates a vehicle, computer, printer, plotter, calculator, survey equipment, and basic office equipment.

Performs general administrative/clerical work as required, including conducting and attending meetings, preparing reports and correspondence, reviewing mail and literature, entering and retrieving computer data, sending and receiving faxes/emails, copying and filing documents, answering the telephone, etc.

Attends professional conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.

INVOLVEMENT WITH DATA, PEOPLE, AND THINGS

DATA INVOLVEMENT:
Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope. Assists in the review of architectural design and permitting (i.e. environmental assessments and building permits) for facility projects.
Handles cash transactions; prepare and process purchase orders; bills or reconciles records, including departmental budget records and other related information such as subcontracts

PEOPLE INVOLVEMENT:
Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency. Ensures adherence to overall program budget through long-range planning, and coordinates and manages the positions tasked with overseeing the projects.

INVOLVEMENT WITH THINGS:
Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, word processing, presentations, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS:
Requires performing supervisory work involving policy and guidelines, solving both people- and work-related problems. This class reviews consultant work requiring adherence to program guidelines and budget limitations; however it is up to the incumbent to develop means to accomplish the various tasks to be reviewed. This position will study the needs for new projects/needs, develop a budget and make a recommendation to County Council for approval, and once approved, will manage the projects through completion, occasionally reporting the status of all projects to County Management and possibly the County Council.


MATHEMATICAL REQUIREMENTS:
Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.

LANGUAGE REQUIREMENTS:
Requires reading manuals and professional publications; speaking to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; composing original proposals, reports, and other written materials using proper language, punctuation, grammar and style.

MENTAL REQUIREMENTS:
Requires doing professional-level work requiring the application of engineering, accounting, or legal methods in the solution of technical, administrative, or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

Requires a Bachelors degree in architecture, structural/civil engineering, or similar discipline.

SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state drivers license.
Licensed architect or engineer registered to do business in the state of South Carolina preferred.

EXPERIENCE REQUIREMENTS:
Requires five or more years of experience.

Requires sedentary work that involves walking or standing some of the time and involves exerting up to 20 pounds of force on a recurring basis or routine keyboard operations.

SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking abilities (primarily via telephone), and color perception (identifying map colors).
