Communication Systems Analyst, Link 16

 Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Communications Systems Analyst, Link 16.

Responsibilities
Perform communications analysis in support of the Missile Defense Agency's Battle Management Command, Control, Communications, Computers & Intelligence (BMC4I) development with emphasis on Link 16. Conduct communication systems engineering. Perform detailed analyses of existing Link 16 LOS and BLOS networks in support of the Data Analysis Group (DAG), the Joint Analysis Team (JAT) and MDA's performance verification analyses. Participate in analysis working groups to discuss results, concepts, solutions and approaches. Support test execution at various government facilities. Perform predictive analysis. Develop and modify tools, models and simulations to enable analysis efforts. Support Lab-wide activities using Link 16 as a basis for planning, concept development, modeling or design efforts. Develop solutions/concepts/alternatives to implement advanced concepts. Support feasibility assessment of future architectures/capabilities. Deliver formal presentations to Sponsors and engineering community, effectively communicate proposed concepts/solutions and engineering results. Produce documentation to capture concept definition, system requirements, technical recommendations and analysis results.

Qualifications
Required:
BS in Engineering, Physics, Computer Science or equivalent. Strong oral and written communication skills. Experience or interest in systems engineering, analysis and performance prediction. Experience or interest in Communications Systems and Link 16 networks.

Desired:
MS in Engineering, Physics, Computer Science or equivalent. Background in Link 16 at the bit level including network development. Familiarity with MIL-STD 6016B/C and Interface Change Proposal (ICP) development. 5 years experience in BMC4I programs or test analysis. Missile defense program experience. Aegis Combat System experience. 3 or more years experience with Naval Weapons Systems, 3 or more years proficiency in modeling and simulation development (including MatLab, C++, DLLs), experience in Ballistic Missile Defense.

Special Work Conditions
Travel (20% or more) to local and remote contractor facilities for meetings and reviews as necessary. Travel to support occasional test events involving extended or unusual hours, including travel aboard ships and to field site activities.

Security
Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information. Eligibility requirements include US citizenship.
