Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Systems Engineer.
Responsibilities
Develop novel software systems and lead technology development efforts for the intelligence community. Work with Program and Project Manager to provide project planning and leadership for acquiring and developing software projects. Assist Program and Project Manager in engaging sponsors to define requirements, establish expectations, and define roles, responsibilities, and schedules for signals exploitation software projects. Assume role of technical task lead, work with project manager and group supervisors to plan tasks and resources, and ensure that deliverables are defined and schedules are met. Work with Group and Section leadership to identify and assign appropriate project staffing. Work with the development team to specify requirements software based signal exploitation systems. Apply systems engineering, architecture, and project management expertise to guide planning and execution of signals exploitation technology, development, and prototyping efforts.
Work with design and development engineers to identify test criteria, data collection requirements, and data analysis methodologies. Oversee the execution of test plans and product evaluation at unit test, prototype and integration levels. Develop and document detailed product reports. Prepare materials for contract deliverables. Work with Program manager, project manager, and group supervisors to write proposals, technical/cost volumns, and statements fo work for new task development. Monitor technical execution of projects and exercise leadership to ensure the quality of technical deliverables and documentation. Ensure that good engineering processes and practices are established and understood by task members. Lead design reviews to identify and stay informed of technical issues and support the resolution of fundamental technical issues confronting projects. Ensure that APL QMS software standards are followed.
Qualifications
Required: Bachelor of Science or Masters of Science in Computer Science Engineering, Electrical Engineering or equivalent. 5 or more years experience in managing the development of RF communications technologies for the DoD and the intelligence community. Experience with IC operations. Excellent written communication and presentation skills. Demonstrated excellent interpersonal skills, ability to work independently, and ability to work as part of a multi-organizational team. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information. Eligibility requirements include US citizenship. Must be eligible for DoD clearance requiring background investigation and/or polygraph examination. Preference for current SSBI.
Desired: Experience in leading DoD and IC prototype development tasks.
Special Work Conditions
Some travel, occasionally outside U.S.
