Emergency Management Specialist (Training & Exercises)
As an Emergency Management Specialist (Training & Exercises) at Chloeta you can expect to travel nationally as you are available and needed to serve as a facilitator, trainer and/or instructor for a variety of training courses and exercises. Clients may include municipalities, counties, states, tribes, federal agencies or any combination thereof.
The ideal candidate for these positions is a career public safety professional with an expert level understanding of the Incident Command System (ICS), National Incident Management System (NIMS) and the National Response Framework (NRF).
Bachelor's degree in Emergency Management, Homeland Security, Public Administration or related field preferred. Candidates without a Bachelors Degree may substitute four (4) years of relevant work experience. Relevant work experience includes increasingly responsible positions in the firefighting, law enforcement, Emergency Medical Services (EMS), emergency management, public health and/or public works.
Applicants are required to demonstrate prior completion of Incident Command System (ICS) training, including the following FEMA courses:

Prior verifiable experience working in a related leadership position for government agencies in a responder capacity (Fire-Rescue, EMS, Law Enforcement, Public Health, Emergency Management or equivalent) during incident responses is required. Must have strong incident management skills, including practical application of appropriate ICS protocols to ensure effective utilization of personnel and equipment resources.

- Must have a memory for detail, leadership qualities and sound judgment.
- Must be able to work in a team environment, or as a single resource with limited supervision.
- Must possess excellent communication skills (oral and written) and the ability to communicate in a variety of formats.
- Must be able to maintain professional interpersonal skills, including effective listening, and non-verbal communication skills.
- Must adhere to acceptable standards of business ethics and integrity, and comply with all federal, state and local laws, rules, and regulations in all duties.
- Strong computer literacy to include proficiency with Microsoft Office Suite and Outlook.

- Flexible to rapidly changing environment.
- Some mild exertion, including light bending, twisting, lifting not to exceed 25 pounds.
- Work is performed in an office environment.
- May serve as Duty/Watch Officer of an Emergency Operations Center (EOC) as requested and qualified
Ability to conceptualize all facets of an exercise program to include drills and exercises to test Department domestic emergency plans, including tabletop exercises; notification drills; facility evacuations; shelter-in-place drills, ranging from office/bureau and facility levels to full-scale exercises;
- Prepare exercise scenarios and related documentation
- Prepare evaluation guidance and post-exercise evaluation reports;
- Coordinate with local, state, and other Federal agencies and possibly foreign government contacts for planning and conduct for emergency management exercises
- Extensive experience in developing, implementing and supporting an effective and ongoing exercise program
- Experience being a team leader in the development of exercise programs
- Expert in developing training materials in preparation for an exercise such as Situation Manuals, Communications Plans, Master Scenario Events List (MSEL), etc.
- Proven experience in developing and facilitating tabletop to full-scale exercises
- Extensive experience working on or supporting interagency/multi-jurisdiction exercises
- Proven experience convincing reluctant participants that participating in an exercise will benefit his/her office or agency
- Extensive experience with the National Incident Management System (NIMS) and Incident Command System (ICS) in designing and implementing exercises
- Ability to handle multiple tasking and deadlines
- Skill in analysis of exercise programs to assure implementation of an exercise portion of a strategic plan and provide feedback for improving the process
- Ability to develop and lead working groups comprised of multiple agencies and senior level individuals to achieve common exercise goals.
