Construction Specialist

Description:
The Construction Specialist supports Project Managers to acheive the successful design, construction and commissioning of major G&P projects. Duties include -planning and design for construction of G&P facilities; contractor & fabrication shop evaluation; implementing an inspection program to assure construction quality, inspector competency, and compliance with applicable codes & specifications; identifying major construction challenges and resolving with contractors & inspectors; maintenance of required construction documentation; approval of contractor change orders or exceptions; approval of test & inspection plans; supporting commissioning activities; ensure completion and acceptance of final project documentation.Additional responsibilities may include but are not limited to the following:Oversee inspection programs for quality assurance on major E&C projects. Facilitate meeting SIP provisions design, construction, inspection and commissioning on assigned projects. Perform constructability reviews and manage construction issues on assigned projects. Participate in bid evaluations and contractor selection. Establish and audit procedures used by inspectors for monitoring, controlling and reporting fabrication and construction quality and progress. Hire/terminate project inspectors in collaboration with Project Managers to meet construction quality monitoring and progress requirements. Establish construction offices and provide support equipment when required capital project implementation. Make extended job site assessments to verify satisfactory safety, quality and progress on construction projects. Support development and implementation of work plans, procedures, cost estimates, and construction schedules. Review and provide initial approval on contractor scope changes, change orders, exceptions and deviation requests on assigned projects. Review and approve inspection, testing, and heavy lift plans. Ensure the completion, acceptance and distribution of final project documentation to appropriate groups and record storage facilities.

This position will be filled at the posted level and within the salary range if commensurate to the experience (i.e., skills, knowledge, & abilities) of successful candidate; however if unable to be filled at this level, the position may be filled with a respective competitive market based on the experience of the selecte

Requirements:
BS in technical field; or, extensive natural gas/oil industry experience required. Ten years construction, inspection and commissioning experience with oil & gas pipelines, gas processing plants, and gas gathering projects is required. Strong working knowledge of construction conrtracts, contracator inspection procedures and construction work sequences for plants and pipelines is required. Working knowledge of codes & standards such as ASME, DOT, API, OSHA, and AWS inspection procedures is required. Proficient computer skills required with Microsoft products such as Word and Excel; prefer experience utilizing MS Project for project scheduling.
