Description:
Responsible for building, sustaining, and improving standards and competencies to support
E&C projects in the following areas:
• Schedule preparation and variance analysis
• Budget preparation and variance analysis
• Earned value project management
• Establishing rules of credit
• Reporting project progress
• Project change management
• Resource loading
• Budget and Schedule forecasting
• Participate with E&C West, Tactical Services and E&C Canada in the identification and implementation of common and best practice processes across MS E&C Business Support. Project controls will be established for all E&C phases of the project from inception thru startup and handover.
This role will be accountable for:
The establishment of project budgets, schedules, and earned value management control strategies that can be scaled and applied to a wide range of projects - from the small projects to the mega-projects.
Collaborating with the project managers to develop a WBS for each project, rules of credit to be used to track and report project progress, and projects' key performance indicators.
Collaborating with management and project managers to develop appropriate project reports.
Collaborating with the project managers to develop change management processes that will notify all interested parties of project changes, accurately forecast changes to project budgets and schedules, and is easy to use with appropriate project changes.
Accurately forecasting the needs for company resources to staff and finance Gulf Coast E&C projects.
Leading and development of 2 to 6 team members.Introducing industry best practice
Earned Value Project Management strategies in the GC and MS.
Through involvement with industry organizations, educational institutions and programs, Project Management consultants and peers this role is accountable for anticipating the changing industry and corporate needs for project controls.
Responsibilities include:
Lead the preparation of projects' WBS, resource loaded project schedules and project budgets, and the coordination of this effort with the project managers.
Lead the preparation of rules of credit to be used to track and report project progress and the coordination of this effort with the project managers.
Prepare periodic project reports.
Lead the preparation of the forecast of projects' costs at completion and completion date. This effort must be coordinated with project managers.
Record, track and forecast the impact on projects that changes will have.
Lead the analysis of project budgets, project schedules, and variances to both.
Identify and introduce into MS and the Gulf Coast industry best practice Earned Value Project Management techniques through involvement with industry organizations, educational institutions, Project Management consultants and industry peers.
Exchange best practices in regard to risk management within MS. Work with Gulf Coast, Western, Tactical, Canadian and Laurel Mountain project teams to share lessons learned.
Set annual goals and assist direct reports in the preparation of career development plans.
Development of efficient and "user friendly"
Requirements:
Bachelor of Science in a technical/mechanical field.
Minimum of 5 years of experience using industry accepted earned value project management techniques preferred.
Minimum of 5 years experience in deepwater construction preferred.
Minimum of 5 years of experience in onshore pipeline or facility construction preferred.
Minimum of 3 years of experience in training and mentoring others in earned value project management techniques preferred.
Working knowledge of industry accepted project scheduling and control software (Primavera, Prism, MSProject, etc.).
