Responsibilities:
Functions:
1.Support Appalachia Asset Team in meeting production, capital, LOE, FOE, and EH&S targets for each plan year through gathering system construction, operation, and maintenance.
2.Comply with all laws, regulations and company policies, including FERC Standards of Conduct and Compliance Plans; complete and monitor the completion by my direct reports, of all required compliance training (i.e., Ethics, EH&S) by the established deadlines.
3.Lead the E&PWAY effort in my area of responsibility by example, in order to promote employees full use of the program.  Monitor my areas conformance to the program, assure training to educate employees where needed, facilitate opportunities for improvement, and provide support for reviews.
4.Inspect construction
a.Complete welder testing and maintain records of test
b.Insure pipelines, compressor stations, and/or treating facilities are installed according to Williams specifications.
c.Insure pipelines, compressor stations, and/or treating facilities are installed according to all permit requirements (see above).
d.Insure pipelines, compressor stations, and/or treating facilities are installed according to EPWay protocols and procedures.
e.Coordinate all Williams inspection crews.
f.Coordinate with Land / ROW on accessing private property.
g.Coordinate various contractors performing construction projects.
h.Coordinate non-destructive testing (x-ray, etc.).
i.Coordinate receiving of materials.
j.Coordinate inspection of materials received.
k.Coordinate hydrotest process for pipelines and stations.
l.Resolve issues that develop during construction with contractors, landowners, municipalities, regulatory agencies, etc.
m.Notify appropriate parties when gathering systems are available for service.  (These notifications are important for startup coordination and to start financial depreciation on the project).
n.Retain required documentation for project data book (inspection reports, change orders, welder qualifications, welder test procedures, x-ray reports, MTRs, hydrotest procedure, hydrotest reports, hydrotest charts, storm water run-off reports, etc.)
o.Coordinate ROW and site cleanup.
p.Coordinate ROW reseeding
q.Coordinate installation of cathodic protection equipment.
r.Organize and provide records to appropriate party for retention.
s.Coordinate as built surveys and drawings.
t.Incident reporting to project manager, EH&S, and proper levels of management.
5.System Start up
a.Purge and leak test gathering systems (pipelines, compressor stations, and/or treating facilities) according to plans provided by Engineering.
b.Estimate gas lost during blow down and purge process.
c.Coordinate meter calibrations and telemetry start up.
d.Coordinate instrumentation calibration.
e.Coordinate with Production Operations, Facility Operations, Facility Engineering, and EH&S on start up of systems.


Qualifications:
10 years or greater experience in field construction and operation of natural gas pipelines, compressor stations, and treating facilities.
Experience in directing, coordinating and communicating multiple projects over large geographic areas
Regulatory understanding, application, mitigation skills and experience
Must demonstrate skills to develop personal as well as professional relationships with regulators and landowners
Knowledge of rights-of-way, pipelines, electrical, mechanical, permitting, reporting and compliance requirements
Detailed knowledge of pipeline construction, inspection, nondestructive testing methods, welding inspection, pipe inspection, etc. 
Detailed knowledge of compressor station construction, inspection, nondestructive testing methods, materials inspection, etc.
Strong communication skills
Proven supervisory skills and the ability to influence outside of formal span of control.
Production/Operations experience and/or Industry Knowledge
Industry-typical software skills - MS Word, MS Excel, Outlook, etc.
HS Diploma required.  Associates degree preferred.


Education Level: High School Graduate or Equivalent

Relocation Information: Williams Corporation will not pay relocation costs for this position.

Travel Percentage: Less than 25 %

Fair Labor Standards Act: FLSA exempt no overtime pay is due.
