Responsibilities:
Provide measurement expertise and support to multiple areas of the organization in order to ensure that measurement data remains within acceptable tolerances. Additionally, the Measurement Resource Specialist is a Subject Matter Expert who is responsible for developing and maintaining the tools and processes necessary to ensure that all measurement equipment is designed, installed, operated and maintained according to the appropriate industry standards and Williams' value-added specifications. 

-Develop and maintain standard measurement procedures.
-Develop and maintain measurement equipment Standards and Specifications.
-Identify skill and training requirements necessary to meet measurement quality objectives. Develop key learning objectives for measurement training and work with Training Services/third party's to ensure that those key learning objectives are delivered appropriately.
-Provide input/recommendations to E&C and Operations regarding new measurement equipment/systems selection. Engage as necessary in the calibration/testing/validation during the commissioning and start-up of new equipment and systems.    
-Consult with Commercial Representatives on product quality & product specification issues.
-Develop and maintain Standard Measurement Contract Language for use in establishing or renegotiating commercial agreements involving measurement.
-Engage in QA/QC activities including: Calculations validation; Development of lab qualifying Requirements/Certification; Conducting lab audits (both internal & external labs through  Round Robins); Conducting third party facility reviews.
- Consult with individuals wanting to step outside of Standard Design/Specifications/Procedures/Contract Language making sure to quantify and communicate associated risks and effectively communicate recommendations.
-Perform other job related duties as assigned.

This position will be filled at the posted level and within the salary range if commensurate to the experience (i.e., skills, knowledge, & abilities) of successful candidate; however if unable to be filled at this level, the position may be filled with a respective competitive market based on the experience of the selected candidate.


Qualifications:
Considerations:
-Experience with gas measurement, handling, and quality.
-This position must have knowledge and experience in theory, operation and troubleshooting the components that make up a volumetric and mass measurement metering system and design that meets industry standards.
-This position must be able to track the measurement data processes from the beginning to the end (meter through accounting).
-Comprehensive knowledge and experience with orifice turbine, coriolis, ultrasonic and positive displacement meters including tank measurement, proving systems and flow computers.
-Thorough understanding of gas sample analysis/chromatography including on-line chromatographs.
-Able to develop and deliver content for measurement training along with a recommended training curriculum for multiple competency levels.

Preferred Experience:
-Measurement expertise of the caliber that is recognized as a technical leader in the industry and  measurement related professional organizations.
-In-depth understanding of  NGL and crude measurement methodologies in addition to gas.


Education Level: Bachelor's Level Degree

Relocation Information: Williams Corporation will pay relocation costs for this position.

Travel Percentage: Less than 25 %

Fair Labor Standards Act: FLSA exempt no overtime pay is due.
