Responsibilities: The successful candidate for this position will support air quality field compliance and manage GHG data gathering and internal reporting for the company's natural gas drilling, completion and production operations in the Piceance Basin of Western Colorado . This position will report to the Air Quality Practice Leader and work closely with other EHS staff, field operations staff and consultants to ensure compliance with federal, state and local air quality regulations. This position may involve preparing air quality permit applications, developing protocols for monitoring, sampling and testing of emission sources, and identifying specific requirements for compliance with applicable permits & regulations. This position will be located in the Williams Parachute, Colorado office and requires some travel to the Denver office and other offices and other basins to support our growing operations in the mountain states. Support Air Quality Permitting and Compliance. Primary responsibilities of this position include: 1.Ensure that compliance with Colorado Regulation 7 is demonstrated in the Piceance through permit/plan implementation, controls installation, record keeping and routine reporting. 2.Responsible for Produced Water management facilities and centralized production facilities compliance with air permits and the maintenance and update of these permits. 3.Implement permitting strategies and direct and review the work of contractors. 4.Review draft permits and negotiate permit conditions. Work with operation leads to get consensus on control and compliance strategies. 5.Prepare / plan for and attain compliance with new regulations and changes to existing regulations related to air quality. 6.Work closely with operations to manage changes in operating parameters, equipment and practices. 7.Support the development and implementation of programs necessary to fulfill compliance requirements for permitting, monitoring, sampling, testing, inspections and reporting and evaluate the effectiveness of control technologies in achieving emission reductions. 8.Collect and analyze data to support performance metrics, 9.Develop and/or modify standard operating procedures to integrate air quality related requirements, Identify, track and complete requirements specified in permits and plans, 10.Develop and administer specific air quality training programs to employees and contractors, and This position will act as the lead in the Piceance basin for air quality compliance program and be responsible for the coordination of Green House gas data gathering under the federal Mandatory Reporting Rule Subpart-W for onshore petroleum and natural gas systems. The successful candidate will coordinate with all stakeholders to identify reporting elements and drive the data collection to meet the reporting requirements. The successful candidate will maintain the GHG reporting implementation and monitoring plan in accordance with Supbart A of the mandatory reporting rule.
Qualifications: The successful candidate will have minimum of 8 years experience specific to air quality permitting, compliance and regulatory development and applicability determinations. A bachelor's degree in a science or engineering field is required. Previous experience with the petroleum industry providing air quality permitting & compliance services to an operating facility is desired. Knowledge of federal and state air quality regulations (Title V, MACT, NSPS, PSD, etc.) is mandatory. Experience with air emission estimation models, stack and portable testing and sampling protocols, and emission control technologies is desired. Proficient use of PC-based applications (MS Word, Excel, MS-Access) is required. This position requires a motivated, hardworking team player with an attention to details. Strong organizational and communication skills are essential. Possession of a valid Colorado driver's license with no serious violations is mandatory.
